PSA location in Goods Issue w.r.t Order/Resservation

Hello Experts,

In my scenario , in one plant when i issue material against Order /Reservation with 261, system is able to pick material from PSA storage bin ( No TR and TO is created)

But in another Plant when i posted Goods issue with 261 for Order/Reservation , system is creating TR .

Please suggest in first case why system is taking Storage Bin directly during MIGO posting itself without creation of TR & TO.
